General prepared to ask the Governor even to sign an order in

the above form, having rogard to the fact that the Treaty

and the Ordinance contemplated a government of the whole of

China with subordinate provincial authorities. It seems to

me that the order would be at.variance with the facts

ag mumed in the Ordinance.
